Assessment Level 2 (Northampton) - expected April 2010

The Strategic Flood Risk Assessment (SFRA) has been carried out for the West Northamptonshire Joint Planning Unit by Scott Wilson and is a background evidence-based document, which will inform the Local Development Framework.

The SFRA is a report, which includes a series of maps, which define areas of flooding within West Northamptonshire according to various levels of risk and the source of flooding. The SFRA is required by Central Government Guidance in PPS25 Development and Flood Risk (2006).

The Level 1 SFRA document is especially relevant to the Core Strategy because it will provide the information on the sequential approach to finding new land for development required by PPS25 and the associated sequential test. The Environment Agency have been closely involved in the preparation of the SFRA and they have stated that the SFRA meets with the requirements of PPS25 and is deemed to be a sound piece of evidence fit for use in the Local Development Framework.

The SFRA also identifies the functional floodplain, provides information on Sustainable Urban Drainage and Flood Defence Infrastructure.

The Strategic Flood Risk Assessment (SFRA) has been carried out for the West Northamptonshire Joint Planning Unit by Scott Wilson and is a background evidence-based document, which will inform the Local Development Framework.

In general, a Level 2 SFRA provides an increased scope from the Level 1 SFRA. This increased scope is required in locations where the Sequential Test identifies that development pressures exist where sites are located in areas that are at medium or high flood risk (i.e. Flood Zone 2 or Flood Zone 3 respectively), and there are no other suitable alternative areas for development taking account of the flood vulnerability category of the intended use, more detailed information is subsequently required.

It was therefore necessary to increase the scope of the West Northamptonshire Level 1 SFRA to a Level 2 SFRA in order to provide sufficient information for the application of the Exception Test, should one be required, as highlighted in Planning Policy Statement 25: Development and Flood Risk (PPS25, 2006) and the companion guide.
