Final Draft SELA report - 13 November 2009
As a strategic study, SELA provides an evaluation of existing employment forecasting and an assessment of strategic employment land supply to meet demand forecasting.  SELA was commissioned and managed by Northamptonshire Enterprise Limited (NEL) and was undertaken by independent consultants, to provide economic and employment evidence for the development of policy direction in the County.

The SELA study does NOT mean that any sites included within the study will automatically become available for development.  It is simply a part of the evidence base that will need to be considered as a part of the plan making process, and all sites within the SELA will be measured against all the other evidence we have collected before any sites are allocated in the Joint Core Strategies in the county and Local Development Frameworks.

WNJPU Press Release: Review of the Local Development Scheme for West Northamptonshire - 14 October 2009
On Tuesday 20 October members of the Joint Strategic Planning Committee, at the invitation of the Government Office for the East Midlands, will consider revising the timetable for the Joint Core Strategy that will manage the growth of West Northamptonshire.

The Government Office for the East Midlands has written supporting the work of the Committee and Joint Planning Unit, but shares concerns with the West Northamptonshire Joint Planning Unit that the work cannot be completed in time for a further consultation in November.

The letter follows a meeting between officers at the West Northamptonshire Joint Planning Unit and Government Office for the East Midlands. At the meeting West Northamptonshire Joint Planning Unit officers raised concerns that the existing deadline would not allow enough time for some key studies to be completed and for them to fully consider all of the issues including flooding, transportation and responses to the recent consultation.

A spokesperson for the West Northamptonshire Joint Planning Unit said: "We want to get this right, and that means spending as much time on plan making as is needed. The plans we are making now will affect the whole area for years to come and there are some key issues to resolve with public agencies responsible for providing infrastructure”

"We have had a fantastic response to what has proved to be an effective consultation with thousands of people getting involved. Our officers now need the time to properly consider each response, as they must, so everyone's voice is heard.

"Government Office East Midlands have accepted the progress made in securing the publication of the Emergent Joint Core Strategy which has drawn out the inadequacy of existing infrastructure. There is more to do to resolve these issues and this will take time."

If approved, the WNJPU will work with Daventry District Council, Northampton Borough Council, Northamptonshire County Council and South Northamptonshire Council, as well as key public agencies and GOEM to develop a revised timetable.

The report “Review of the Local Development Scheme for West Northamptonshire” will be discussed at the next meeting of the Joint Strategic Planning Committee on Tuesday 20 October. Emergent Joint Core Strategy: Questionnaire Corrected, Consultation Period Extended to 30 Sept 2009 - 24 August 2009

Following the issue of the West Northamptonshire Emergent Joint Core Strategy consultation on the 31st July, some errors were identified in the accompanying questionnaire which affects a small number of questions.


This is no way affects the actual published document or electronic consultation document.


A list of the corrected questions has been issued with the corrected questionnaire and the consultation period has been extended until Wednesday 30th September at 5pm.

Emergent Strategy to be published for consultation - 07 July 2009

At the meeting of the Joint Strategic Planning Committee on 6th July the Emergent Strategy for West Northamptonshire was approved for consultation purposes subject to editorial changes that will clarify the approach.

The consultation document will be published in the coming fortnight.

The consultation version of the Emergent Strategy will supersede the version in the Committee Papers.

Press Release - Emergent strategy reveals growth areas set to enhance prosperity in West Northampton - 29 June 2009

People across West Northamptonshire are being asked for their views on proposals which will help shape the future economic and population growth around the towns of Northampton, Daventry, Brackley and Towcester.

West Northamptonshire Joint Strategic Planning Committee will meet on July 6 to debate and vote on whether a strategy for the direction of future growth in West Northamptonshire should go out to public consultation.

Known as the Emergent Joint Core Strategy, this document outlines current thinking on how growth will take place over the next 15 to 20 years and which areas and infrastructure have been earmarked as pivotal to the process.

As the principle urban area within West Northamptonshire the successful regeneration of Northampton’s central area, is in itself, an essential piece of infrastructure that will be delivered through this strategy.

The document, which has been drawn up by the West Northamptonshire Joint Planning Unit on behalf of the Joint Committee, in close co operation with the partner authorities and WNDC, explains how important choices for the area are being informed by technical evidence and previous public consultations.

West Northamptonshire has been selected by the Government as part of the Milton Keynes South Midlands Sub Region as one of four key zones in England which will deliver growth in homes and jobs from now to 2026 and beyond.

Committee chairman, Cllr Tony Woods, said: “The government has decided that growth is going to take place in this area and what we have to do is to ensure that this takes place in the best possible way.  Population growth needs to be balanced with economic expansion, while at the same time providing infrastructure and minimising the environmental impact.
 
“These plans are not the final plan, but they are based on current evidence covering everything from flood risk assessment, transport planning, economic modelling for jobs growth and the requirements for education and health care.

“The plans are vital to providing the framework for growth and development of West Northamptonshire for the next generation and over the next few months’ further work will be undertaken to add detail to these plans. It is therefore hugely important that we get as much feedback as possible to help shape this development.”

The strategy aims to provide around 62,000 new homes both private and affordable in towns and rural areas in West Northamptonshire and generate between 37,000 and 68,000 new jobs from a range of economic sectors along with creating new schools, leisure centres, shops and green areas.

Central to this new growth is the enhancement of existing public transport links and networks and the provision of new ones, including a new dedicated public transport route developed solely for travel into the heart of Northampton. There is also a strong emphasis on reducing the number of car journeys on our county’s roads with the aim of reducing the amount of single occupancy car trips by 2026.

To relieve the existing through-traffic travelling on the A45 and to reduce congestion and delays, a new road link will be a developed from the A45 to the M1. 

As well as development on green-field sites the strategy also factors in the necessity for increased town centre regeneration in Northampton, Daventry and Towcester while maintaining the area’s cultural heritage.

 
Draft SELA Report Published by Northamptonshire Enterprise Ltd - 12 June 2009
The draft SELA has been published for consultation by Northamptonshire Enterprise Ltd.
 
Northamptonshire Enterprise Ltd (NEL) in conjunction with the planning authorities in Northamptonshire is carrying out a Strategic Employment Land Assessment (SELA) study across Northamptonshire. The SELA will be widely used by partners, informing a range of policies and projects for the economic and spatial development of the county. Importantly, the SELA will inform the evidence base for Core Spatial Strategies in the county and Local Development Frameworks.
 
The SELA is subject to a six week period of consultation, from the 11.06.09 to the 24.07.09 to provide stakeholders the opportunity to comment on the scope and detail of the SELA. Further details are available from the Northamptonshire Observatory Website, which can be found here.

Next Meeting of the West Northamptonshire Joint Strategic Planning Committee - 29 May 2009
The next meeting of the West Northamptonshire Joint Strategic Planning Committee will take place on 6th July 2009. This will replace the meeting that was scheduled for 2nd June 2009. The meeting will be held at 6pm at the South Northamptonshire Council Offices.
 
The Committee meeting arranged for 4th August 2009 remains unchanged.
 
Update on Strategic Housing Land Availability Assessment (SHLAA) - 15 May 2009

The Strategic Housing Land Availability Assessment report has been delayed, but will be available in the next few weeks for general consultation.

 
West Northamptonshire Affordable Housing SPD - 06 April 2009

Consultation on the consultation draft of the Affordable Housing SPD will take place between Thursday 9th April and Thursday 21st May 2009. The Affordable Housing Supplementary Planning Document is a technical document intended to provide guidance on the provision of affordable housing in West Northamptonshire. We are inviting the views from the general public, providers of affordable housing, developers and others with an interest in the provision of affordable housing in West Northamptonshire.

The consultation period will run for 6 weeks between Thursday 9th April and Thursday 21st May 2009 at 17:00 prompt.

The document can be read online or downloaded by clicking here from Tuesday 7th April 2009. Comments will be able to be made online by following the link from Thursday 9th April 2009. Comments can also be made by downloading and completing the form attached here and returning it to the Joint Planning Unit.

Northamptonshire Strategic Employment Land Assessment (SELA) - Call For Sites - 19 January 2009

Northamptonshire Enterprise Ltd (NEL) in conjunction with the local planning authorities in Northamptonshire is carrying out a Strategic Employment Land Assessment (SELA) study across Northamptonshire. Work is beginning on the SELA process which involves gathering information on potential employment sites within the County. This will update the earlier Commercial Property and Employment Land Assessments (CoPELA) carried out in 2003 and 2006. The study will be carried out by Atkins on behalf of NEL and its partners. The purpose of the SELA study is to provide a single employment land review for Northamptonshire, widely used by partners and informing a range of policies and projects for the economic and spatial development of the County.

To ensure that the planning authorities have details of all possible opportunities for employment development in the areas being examined the submission of information on possible employment opportunities is being invited by 27th February.

Joint Core Strategy (Reg 25) Consultation - 07 January 2009

Recent changes in Government regulations require the West Northamptonshire Joint Planning Unit to carry out some additional consultation on the Issues and Options for the Joint Core Strategy (known as Regulation 25 consultation). Please note that any evidence and feedback already collected to date will be carried forward so you do not need to repeat any comments you have already made. You can view previous consultation responses via the Issues and Options Consultation Feedback report here.

 

In June 2008 the Government made an amendment to Regulation 25 of the Town and Country Planning (Local Development) (England) Regulations 2004. This regulation affects consultation carried out around plan making. The key change is that there is no longer a requirement for a Preferred Options stage of consultation. Instead the Government has placed emphasis on the involvement of residents and businesses in the preparation of Development Plans as a continual process. 

 

In order to comply with the new Regulation 25 we are required to ask (you):

Revised LDS approved by Joint Strategic Planning Committee - 24 October 2008

A revised LDS which sets out the project plan for the Joint Core Strategy and other documents within the Local Development Framework for West Northamptonshire was agreed by the first meeting of the West Northamptonshire Joint Strategic Planning Committee held on Tuesday 21st October 2008.The LDS has now been formally submitted to the Government Office for the East Midlands.

Responses to Joint Core Strategy Issues and Options consultation now online - 13 May 2008

A number of documents summarising both the methods used to engage key stakeholders and the wider community of West Northamptonshire as well as summaries of both the short questionnaire and long questionnaire and letters that were issued as part of the West Northamptonshire Joint Core Strategy Issues and Options consultation in September and October 2007. Thie summaries includes both responses received before and after 31 October 2007, the closing date for responses to the consultation.  These reports do not contain the full detail of all the responses received, copies of which are available at the West Northamptonshire Joint Planning Unit, Cliftonville House, Bedford Road, Northampton, NN4 7NR.

Workshop for Parish Councils - 25 February 2008

Following an event held for parish councils on January 24th a series of papers have been produced that may be useful on the following topics

Joint Core Strategy Issues and Options Update - 28 January 2008

There was a tremendous response to the Joint Core Strategy Issues and Options consultation that took place at the end of 2007 with some 1500 responses from individuals and organisations. Clearly, the processing and analysis of these is taking a significant amount of time. However, a plan has been produced that shows the main strategic sites that were suggested to the Unit as being appropriate for future development. This has now been placed on this website and can be viewed from the following link.

Work is also progressing on the preparation of the next stage of the Joint Core Strategy. This is including continuing engagement with key parties and has included a workshop with parish councillors and there will be meetings with representatives from the development industry.
The PLANNING BILL 2007 is currently proceeding through the House of Commons. In addition consultation is also taking place on a replacement Planning Policy Statement 12 (Local Development Frameworks). These contain major changes to the current planning system
As part of the Planning Bill published in November 2007 the broad reforms contained within the Planning White Paper had now been translated into detailed proposals. The Department of Communities and Local Government has produced draft regulations and a consultation draft replacement of Planning Policy Statement No 12 “Streamlining Local Development Frameworks” for public comment.
The Government published a Planning White Paper on 21 May 2007, which made a number of general proposals to streamline plan production. This consultation paper includes a draft amendment to the Local Development Regulations and a draft replacement for Planning Policy Statement 12.
The main areas of proposed change to Regulations concern:
·         Improved consultation arrangements - Giving the public more opportunity to get involved at the beginning of the process;
·         Revisions to the procedure of plan making - final representations on the plan to be made before it is submitted to the independent Inspector; and
·         Changing the way Supplementary Planning Documents are produced.
Changes to PPS12 include:
·         Emphasising the key role the Core Strategy plays;
·         Emphasising the need for making progress with LDFs;
·         Giving Local Authorities more flexibility to produce only the plans that are needed; and
·         Repackaging the tests of soundness to give greater clarity whilst not altering the basis for examination of plans
It is anticipated that some of these changes will come into effect in May 2008. The impact of these proposed changes on the timetable for the Joint Core Strategy and other Local Development Documents is being considered.

Central Area Action Plan - Northampton Borough Council - 17 October 2007

What are the key issues facing Northampton central area? How should we plan to improve the town? A consultation process is underway until Thursday 22 November 2007 to identify the key issues and possible options for the future regeneration of the central area as part of creating a Central Area Action Plan. The Action Plan, when completed, will provide a framework to guide development over the next 20 years.

An Issues and Options Discussion Paper (the first stage in the planning process) has been published along with a questionnaire to gather feedback and comment on the issues and options for the future.

Many of you will be aware, through our exhibitions, or the press, that we have been consulting on the ‘Issues and Options’ stage of the Joint Core Strategy. There has been a good response so far. However, I understand that because the document is titled ‘West Northamptonshire’ many people have the misconception that it does not affect them. West Northamptonshire is a label to describe all of the area covered by Daventry District, South Northamptonshire District and Northampton Borough.
 
The Joint Core Strategy will have policies that will provide a framework for both the urban centres and the rural areas, which may include where you live, over the next 20 years. It is therefore important that I have the views of everyone, regardless of which town or village you live in. If you have not yet responded, I would welcome your views on the Issues and Options Paper.
 
Any comments you have must be received by 5pm on the 31st October 2007.

The Draft SHLAA is now published.

The SHLAA is a technical document, and is a part of the evidence base for the plan making process.  Sites included within the SHLAA are assessed purely on their technical availability for development, and at this stage this does NOT include any policy assessment. The identification of a site as having potential for development DOES NOT necessarily mean that it will be allocated as a development site.

Details of all site locations and site assessments are available through the web site, and any comments on the technical assessment of any specific site will be able to be entered through a web form.  Alternatively, there is a downloadable comments form.
